Observatorio de Territorios Indígenas en Bolivia

La Fundación TIERRA se embarcó en la publicación de un Observatorio de Territorios Indígenas con el objetivo de monitorear la situación de los territorios de los pueblos indígenas bolivianos y cómo estas áreas benefician a sus habitantes o cuál es la problemática que éstos enfrentan en su vida cotidiana. El director de la Fundación TIERRA, Gonzalo Colque, comparte con los lectores algunas características de este ambicioso proyecto que pretende crecer con el apoyo y la participación de todos quienes estén interesados en conocer más sobre esta información:
Entrevista a:Gonzalo Colque - Director de la Fundación TIERRA -¿Qué es un observatorio de territorios indígenas? Es una iniciativa de la Fundación TIERRA que estamos lanzando para el año 2012 y tiene por objetivo monitorear la situación de los territorios de los pueblos indígenas en nuestro país. El observatorio abordará, principalmente la problemática de los pueblos indígenas de tierras bajas en sus Tierras Comunitarias de Origen (TCO), actualmente denominadas Territorios Indígena Originario Campesinos (TIOC). También monitoreará la situación de los territorios de los pueblos originarios de tierras altas y territorios colectivos de campesinos de origen precolonial de Bolivia de la CSUTCB. Es un proyecto ambicioso que pretende entregar información sobre la vida en territorios indígenas, dar seguimiento a conflictos territoriales, pugnas por acceso a tierras y recursos naturales, gobernabilidad, iniciativas de gestión territorial y, quizá lo más importante, generar información para la actuación con propuestas de los propios actores indígenas, campesinos y originarios. Invitamos a conocer esta iniciativa en el sitio web www.territorios.ftierra.org -¿Qué impulsó a la Fundación TIERRA a crear un observatorio de territorios indígenas? Bolivia es un país con mayoría indígena conformado por pueblos altamente plurales y diversos. Los datos oficiales señalan que más de 20 millones de hectáreas están tituladas como TCO o territorios de propiedad colectiva. De esta cifra, unos 12 millones están en tierras bajas, muchos con un sinfín de amenazas, por ejemplo, problemas de invasión ilegal, aunque también son fuente de experiencias positivas, entre éstas, la gestión y el aprovechamiento sostenible de los recursos de bosque. Los restantes ocho millones de hectáreas están en tierras altas, con TCO de ayllus originarios con otro tipo de problemas y desafíos para manejar colectivamente los escasos recursos naturales. Existen conflictos por recursos naturales, límites y los desafíos para la autogestión son enormes. Dentro de las TCO y en el marco de la justicia consuetudinaria, algunas familias han sido expulsadas de sus tierras, quienes buscan justicia en el INRA pero esta instancia no tiene competencias. Estas realidades rurales nos motivaron a poner en marcha el Observatorio de Territorios Indígenas para coadyuvar en la búsqueda de soluciones para los indígenas y campesinos, quienes en definitiva son quienes más sufren los problemas socioeconómicos de nuestro país. -¿Cómo trabajará este observatorio de territorios indígenas? Inicialmente sistematizaremos y haremos accesible para el público toda la información básica disponible sobre los territorios indígenas. Tenemos un punto de arranque muy importante, la publicación Territorios Indígena Originario Campesinos en Bolivia que describe la situación jurídica actual de 190 TCO del país. Nos preocuparemos por completar esta información con otros tipos de propiedad como las Propiedades Comunarias; es decir, comunidades campesinas y originarias. Vamos a monitorear y realizar estudios de casos en regiones claves, como las pugnas entre indígenas y colonizadores en el TIPNIS, disputas por piedras calizas en ayllus titulados como TCO, etcétera. También queremos documentar experiencias interesantes como la autogestión de derechos propietarios en el altiplano, la construcción de gobiernos municipales sobre bases comunitarias, territorios y seguridad alimentaria, entre otras. Queremos tener una interacción fluida con los actores para que esta experiencia sea de utilidad permanente y creciente. La iniciativa está tomada, el grado de alcance dependerá de si encontramos apoyo de las agencias de cooperación que trabajan en estos temas. -¿La información publicada será de uso gratuito; caso contrario cuál será el costo de la misma? Tendremos publicaciones como cartillas, leyes, guías, análisis y opinión de expertos, estudios de caso, testimonios. Toda esta información estará disponible de forma gratuita en el sitio web, al igual que el resto de la documentación que generamos. -¿Cuándo arrancará el observatorio? Enero de 2012, hemos recibido un pequeño apoyo para el arranque, de la cooperación alemana del GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit . -¿De qué manera la información publicada por la Fundación TIERRA ayudará al fortalecimiento de las necesidades de los pueblos indígenas de Bolivia? De la manera en que ya hemos señalado. Trabajamos bajo la premisa de investigación-acción, eso significa que interactuamos permanentemente con las comunidades y pueblos indígenas. Tenemos tres oficinas regionales (La Paz, Chuquisaca y Santa Cruz) que facilitan esta labor. -¿El público podrá participar en el observatorio? ¿De qué manera? Nos esforzaremos en experimentar y poner en marcha mecanismos fáciles basados en herramientas digitales que nos permitan interactuar. No queremos que sea comunicación unidireccional, sino todo lo contrario. Con este proyecto apostamos por la interacción a través de las herramientas digitales

El forcejeo y las medidas de hecho lo que determinan es un ambiente de enfrentamiento que no es el propicio para una discusión de las dimensiones que se plantea. En este Gobierno o en cualquier otro del pasado la oportunidad en la resolución de los conflictos de diversa índole, que muchas veces amenazan la paz social y la pacífica convivencia de los bolivianos, es uno de los factores claves que habla de capacidad administrativa. Los conflictos que no se resuelven a tiempo tienden a crecer y a convertirse en problemas que al ingresar a medidas de hecho como bloqueo de caminos, protestas y manifestaciones callejeras y peor aún, enfrentamientos que derivan en saldos luctuosos, plantean situaciones extremas. Tras la denuncia de avasallamientos en el Parque Nacional Amboró, el Gobierno Departamental de Santa Cruz, la Alcaldía de Comarapa y la Subgobernación de la provincia Manuel María Caballero, convocan a una reunión para hoy en Comarapa. Se espera la participación de la Autoridad de Bosques y Tierras (ABT), Instituto Nacional de Reforma Agraria (INRA) y el Viceministerio de Tierras. “Convocamos a las instancias nacionales porque creo que es la forma de trabajar, sentándonos en una mesa para dar solución al problema de los avasallamientos, ya que los desmontes se convierten en incendios forestales en áreas protegidas que afectan al departamento”, dijo Manlio Roca, Secretario de Desarrollo Sostenible y Medio Ambiente de la Gobernación. En agosto de este año se han recibido denuncias que confirmaban el ingreso de comunidades de Potosí, Chuquisaca y Cochabamba, que con maquinaria pesada abrieron un camino de 6 km para asentarse en el parque. “Esta preocupación fue transmitida al director del Parque Nacional Amboró, Jimmy Cuéllar, quien se comprometió a realizar una inspección personalmente, pero desde el 5 de septiembre estamos esperando respuesta”, indicó Roca.
“Hemos tenido dos reuniones convocadas por el Municipio de Comarapa y por la Subgobernación Manuel María Caballero para tratar el tema del avasallamiento de los comunarios del interior y en las dos reuniones no se tuvo una sola presencia de parte de las entidades nacionales. Las comunidades locales están muy molestas y el alcalde se siente decepcionado. Ahora esperamos su participación este 30 de septiembre”, finalizó el Secretario de Medio Ambiente de la Gobernación.
