La Autonomía Indígena Originaria Campesina en Bolivia ¿Crónica de una muerte anunciada?Hace más de dos años que en nuestro país se lleva adelante la implementación de once autonomías indígenas. Después de un poco más que dos años, es una buena oportunidad para reflexionar sobre los logros y desafíos que ha experimentado la AIOC, tanto en los procesos político-legales nacionales como en los municipios que –supuestamente- están en procesos de conversión. La protección del TIPNIS no está garantizadaEl 24 de octubre de 2011, el gobierno promulgó la ley Nº 180 de protección del Territorio Indígena y Parque Nacional Isiboro-Sécure (TIPNIS). Semanas después, ministros y el propio Presidente iniciaron una campaña a favor de la carretera vetada por dicha norma y por la anulación de la ley conquistada por la marcha indígena. Ni siquiera una ley garantiza la protección del Territorio Indígena y Parque Nacional Isiboro-Sécure (TIPNIS). El presidente Evo Morales, encargado de promulgar la Ley 180 de defensa del área, persiste en el cuestionamiento a la norma y, con ello, resta importancia a la demanda de los habitantes del lugar y los logros de la VIII Marcha Indígena por la defensa del TIPNIS y de los pueblos del Oriente, Chaco y Amazonía. El proyecto de Reglamento para la Ley Nº 180 que se encuentra al pié, elaborado por los indígenas y presentado al gobierno contiene cinco capítulos, 20 artículos, dos disposiciones transitorias y una disposición final. En este documento se encuentran las Disposiciones generales: Objeto, Definiciones, Finalidad, definición del patrimonio cultural y natural, Ámbitos de aplicación, Condición de Territorio indígena, definición de la intangibilidad y la definición de los alcances de la intangibilidad. En el Capítulo II se desarrolla la Gestión del patrimonio cultural y natural. El Capítulo III se refiere a la Gestión del territorio indígena del área protegida. A partir del desarrollo de los conceptos interrelacionados de: espacio social, narrativa territorial y territorio, el estudio establece una metodología analítica cualitativa, con el fin de entender las dimensiones culturales y políticas contenidas en la constitución territorial. En particular, se muestra cómo los territorios son construcciones colectivas, conscientes y cambiantes, sujetas por la memoria y las experiencias sociales de los colectivos andinos.
